1. Montenegro
Montenegro is a European Country in the Balkans; they have already opened borders and tourism to most nationalities. Visa Exemptions: Those with a valid visa from Australia, Bulgaria, Croatia, Canada, Ireland (Rep.), Japan, New Zealand, Romania, USA, United Kingdom or a Schengen Member State can stay for a maximum of 30 days
Conditions in Entering Montenegro as per their government’s website:
Those in the green list or stayed there 15 days before entering the country can go in quickly. You need to prove that you have stayed there or didn’t go to another country, not on the list (e.g. passport stamps).
People who came from the country in the yellow list must have a negative PCR Test not more than 72 hours before entering Montenegro.
In case your nationality is not on the list, but you live or came from the countries on the green or yellow list or have stayed there 15 days before you enter Montenegro, then you can enter provided you have proof (e.g., passport stamps).

As per IATA, Published 24/09/2020 – passengers and airline crew are subject to medical screening. In case a passenger has symptoms of COVID, then a swab test will be performed. In case you are positive, you will be quarantined at a medical facility at your expense.
3. North Macedonia

Another country in the where you could meet halfway with your partner is North Macedonia. It’s a landlocked country that shares borders with Greece. As per IATA, Published 15/10/2020 – entry regulations lifted on July 1, 2020. Everyone can come here without restrictions.
4. Serbia

Visa Exemptions: Those with a valid visa from Switzerland, USA or an EEA Member State for a maximum stay of 90 days can stay for a maximum of 90 days within 6 months.
Conditions in Entering Serbia:
As per IATA, published 25/08/2020 Coronavirus regulations lifted on May 22, 2020. Passengers arriving from Bulgaria, Croatia, North Macedonia or Romania must have negative PCR Test Result issued at most 48 hours before departure (except for residents of Serbia, passengers less than 12 years old, and passengers in transit (even on those mentioned countries) for less than 12 hours)
5. Ukraine

As per IATA, published 05/10/2020 – countries in the green zone can enter Ukraine provided they have Health Insurance covering COVID-19. I’ve checked with SafetyWing, their Nomad Insurance complies with the county’s requirements. For those from the red zone aside from the insurance, you will need to pass a Negative PCR Test Result after crossing the state border or be in self-quarantine for 14 days. 6. Maldives

As per IATA, Published 15/10/2020 – entry regulations lifted on July 1, 2020. As of September 2, a Negative PCR Test Result at most 72 hours before departure, because of the increase of the cases since tourism opened. Also, fill-up a Declaration form.
7. Mexico

So if you don’t have a US Tourist Visa as the embassy is not yet accepting those and you are in a relationship with someone in the US or in Latin America, then Mexico is the place to be. As per IATA, Published 19/06/2020 – you must present a completed Questionnaire upon your arrival. No quarantine or PCR Tests needed. You can fly to Mexico as land borders are not open, especially in the US.

As per IATA, published 06/10/2020 – entry regulations to Brazil was lifted on July 29, 2020. All nationalities can enter provided you are visa-exempt or have a visa. There are neither tests nor quarantine needed. However, insurance may be asked. You cannot enter via land borders but only through air.
9. Haiti

As per IATA, Published 30/06/2020 – flights have restarted, and passengers are subject to medical screening. You will need to present a health declaration form when you arrive. The government has said that it will have 14-day quarantine, but as per travelers who have been here, there has been none or it has not been implemented.
10. Croatia

Conditions in Entering Croatia:
As per IATA published 14/10/2020, Passengers are not allowed to enter until November 2. However, one of the conditions include that this does not apply to passengers traveling as tourists with a confirmation of accommodation booking or entering Croatia to transit by land to another country (e.g. Montenegro.) Most nationals except EAA or European Countries will be asked for proof of negative PCR Test not older than 48 hours. You can also fill this form ahead. Please note that you may be subject to medical screening and self-isolation if found with symptoms.
Requirements in Going out of the Philippines
For Filipinos to go out of the country, here are the requirements you will need as per Bureau of Immigration:
- Confirmed Round-trip tickets
- Travel and health insurance
- BI Declaration of acknowledging risks involved in traveling
- Negative Antigen Test result taken within 24 hours before departure, if required by country
