Montenegro is a European Country in the Balkans; they have already opened borders and tourism to most nationalities. Conditions in Entering Croatia:
As per IATA published 14/10/2020, Passengers are not allowed to enter until November 2. However, one of the conditions include that this does not apply to passengers traveling as tourists with a confirmation of accommodation booking or entering Croatia to transit by land to another country (e.g. Montenegro.) Most nationals except EAA or European Countries will be asked for proof of negative PCR Test not older than 48 hours. You can also fill this form ahead. Please note that you may be subject to medical screening and self-isolation if found with symptoms.
