A PSA Birth Certificate is perhaps one of the most sought after requirement for almost anything in the Philippines. From getting a passport, applying for a tourist visa, getting married or getting any valid ID; a PSA Birth Certificate is needed.

Civil Wedding Requirements - How to Get Married in the Philippines

A PSA Birth Certificate is a document stating vital information like your complete name, date, and place of birth, gender, nationality, and your parents’ name. This information is then given to the local civil registrar and archived at the Philippine Statistics Authority. This is to know the data of the country; births and deaths. 

A copy from the PSA is always needed as it is genuine. Most also need it together with the official receipt as there are places that make counterfeit PSA Birth Certificates. Sometimes, PSA also updates its security features to avoid being copied.

Here are the ways on how to get your PSA Birth Certificate.

Requirements for getting a PSA Birth Certificate

  • Birth Certificate – Application form with correct information
  • Valid ID
  • Authorization Letter if not mentioned below (please bring a copy of the valid ID of the person as well as the representative)
  • PSA Birth Certificate Fee

People who can get PSA Birth Certificate

  • A person who is in the Birth Certificate
  • Authorized by the person him/herself
  • Immediate family or direct descendants
  • If minor, guardian or institution in-charge of him/her
  • A court or public official when needed
  • Nearest kin, in case of death

This is under the confidentiality clause of Article 7 of the Child and Youth and Welfare Code; so any person violating this can suffer at least 2 years of imprisonment or a fine amounting to Php 500, or both.

Information needed for PSA Birth Certificate issuance

  • Complete name (first, middle, last)
  • Complete father’s name
  • Complete mother’s maiden name 
  • Date of birth
  • Place of birth
  • Late registration or not, year of registration
  • Requestor’s complete name and address
  • Relationship

PSA Birth Certificate – Walk-in at Census Serbilis Centers

This is the fastest way to get your PSA Birth Certificate – sometimes you can get it within the day or 1-2 working days. However, if the birth certificate is 1940 or older then you might get it after 10 working days since the PSAs are not yet digitally saved.

1. Download the PSA Birth Certificate – Application form

How to get a PSA Birth Certificate

2. Print and fill-up the said form.

3. Go to the nearest Census Serbilis Centers and get a number for where you can get your documents checked

  • Bring your Valid ID
  • Authorization Letter and Photocopy of owner’s ID (if you are not the owner, parent, spouse, direct descendants or legal guardian)

4. When your number is called, give the form and your ID to the PSA Officer-In-Charge. If it is okay, then you will be asked to go to the cashier for payment.

5. Pay the Fee of Php 155.00 to the Cashier. Keep the official receipt and check the time or date when it is okay to get the PSA Birth Certificate.

6. Go to the releasing area on the date and time specified and get the PSA Birth Certificate.

PSA Birth Certificate – Walk-in at SM Business Center

If you are near an SM Mall, then you can get your PSA Birth Certificate from there. This will usually take 4 – 7 days.

1. Download the PSA Birth Certificate – Application form

2. Print and fill-up the said form.

3. Go to the nearest SM Business Centers, get a payment form and line to pay the fee. 

  • Bring your Valid ID
  • Authorization Letter and Photocopy of owner’s ID (if you are not the owner, parent, spouse, direct descendants or legal guardian)

4. Submit your application form and pay the fee of Php 180.00 (Php 155 – PSA Birth Certificate + Php 25 – SM Service Fee). 

5. Get the official receipt and claim stub.

6. Go back to the SM Business Center on the specified date. Bring your IDs and/or Authorization Letter, claim stub and Official Receipt. Submit those to the releasing officer and get the PSA Birth Certificate.

PSA Birth Certificate – Online (for those in the Philippines and Abroad)

If you have no time to go to a Census Serbilis Center or SM Business Center to get the PSA Birth Certificate, then you can get it online.

1. You can pay through the following options:

  • Credit card or GCash
  • Banco De Oro
    • BDO branches
    • BDO Online Banking (BDO account holders only)
    • BDO ATM (BDO account holders only)
  • UnionBank
    • UnionBank branches
    • UnionBank Online Banking (UnionBank account holders only)
    • UnionBank ATM (UnionBank account holders only)
  • Bayad Center
  • PayMaya App (Billers: PSA Serbilis)

2. For Credit Card Holders or Online Payments. Click the option and Proceed to Payment.
Enter Card details and submit them. Wait for the details and success of your transaction.

 

For others, Bayad centers or banks. Proceed to the bank with your form and pay the fee.

3. Payment Fee is the following as per PSA Website:
Fees are inclusive of delivery fees.
Php 330.00 per copy – PSA Birth Certificate within the Philippines
USD 20.30 per copy – PSA Birth Certificate to other countries

PSA Birth Certificate Delivery

Wait for the delivery, the working days are as follows:

  • Metro-Manila – 4-6 working days after payment (Additional 5-7 days for areas that are outside of courier’s standard serviceable areas)
  • Other cities or provinces – 6-8 working days after payment (Additional 5-7 days for areas that are outside of courier’s standard serviceable areas)
  • Other countries – The Philippine Postal Corporation (PHLPost) has resumed accepting international mails to selected countries only. As an option, you can avail of special courier services through FedEx for delivery addresses outside the Philippines: PSA Serbilis Special Courier Service. For special courier services through FedEx, delivery charges shall be the requester’s/document owner’s account and shall be billed separately and directly by FedEx.

 

FAQs on PSA Birth Certificates 

1. I have paid, can I cancel my request?

No, you can’t. PSA has a no-cancellation policy.

2. Can I request a refund of my payment?

No, you can’t. PSA has a no refund policy.

3. What is considered an unsuccessful delivery?

  • If the one who ordered it could not be found or does not live in the address noted.
  • If the document is refused
  • If the address is not correct or incomplete

4. Can I request another delivery in case it was unsuccessful?

No, as per PSA an unsuccessful delivery is considered already done. You need to go through the process again.

5. My birth certificate has no name (Blank), what do I do?

* (born 1992 or earlier) Go to the Local Civil Registry Office where you were born and you need to file for an application for a Supplemental Report
* (born 1993 to present) File a change of First Name.

6. What are the other documents I can get at PSA?

You can get Birth Certificates, Marriage Certificates, Death Certificates and Certificate of No Marriage (CENOMAR) at PSA.

    1. Did you get it?? how long did it take?? I am in the US and just applied for a birth certificate from PSA. I to am curious as to how long it takes. Please let me know. As far as I know, you must open a FedEx account and give account number and your name on the account, in order for PSA to ship it to you. I don’t think they will send the documents without this info. I chose priority shipping since I’m reporting my birth through the philippine consulate in the U.S. and the original isn’t accepted only the PSA, so now I just have to play the waiting game!
