Documents You Need to Have to Travel or Go Home during GCQ/ECQ
Do you want to go back home or go to work? Well, you will need to submit documents so that you can board the vessels or planes and cross borders. Here’s an article that tells you the documents you need to have to travel or go home during this GCQ or ECQ (Community Quarantine.)
Essential travel is already allowed; these include returning OFWs, those who are stranded, or if you are an authorized person outside of residence but are considered an essential worker. Leisure travel or traveling for tourism or relaxing is not yet allowed.

Locally Stranded Individuals
If you are stranded in the place you are in, e.g., you are in Manila but want to go home to the province of Leyte, then you can board a plane or a boat. The following documents are needed:
- Medical Clearance Certificate – City or Municipality Health Office
- Travel Authorization by PNP
Overseas Filipino Worker
For those Returning Overseas Filipinos who want to go home, these documents are needed:
- Bureau of Quarantine Certificate
- Passport – with arrival Stamp
- ID – showing your proof of residence
Authorized Person Outside Residence
These are the people working in the sectors which are considered essential services like Medical (Doctors, Nurses, Health workers, etc.), Security, Banks, Supermarkets, Pharmacy, etc.
If you need to cross borders or go home, here are the documents you will need:
- Certificate of Employment or Company ID
- Medical Clearance Certificate – City or Municipality Health Office
- Travel Authorization by PNP (not anymore needed as Per June 1, 2020)
How to get a Medical Clearance Certificate
This is based on my experience when I got a Health Certificate at the Rural Health Unit in our municipality. I needed to go out of town (Palompon) and off to the nearest city (Ormoc). We crossed 3 borders (Matag-ob, Kananga, and Ormoc), where we were asked to show our documents and write in their Health Declaration form.
The process may be similar to that of your town. For big cities, please inquire at your Barangay as they may also issue Health Certificates.
STEP 1: Proceed to the nearest City or Municipality Health Office or an agency designated by them where you can get a Medical Clearance Certificate.
STEP 2: Get a number and wait for your turn. (In our town, only 100 people are served daily).
STEP 3: During your turn, the medical officer will take your temperature. Then you will be asked where you will go, what purpose, and the date of your travel. Your name and contact details will also be written.
STEP 4: Your data will be encoded in their system.
STEP 5: Receive your Medical Clearance Certificate. Usually, this will be only good for 1 or 2 days, but some can get it for a week.
How to get a Travel Authorization by PNP
STEP 1: Go to the nearest PNP Station in your area.
STEP 2: Present your Medical Clearance Certificate.
STEP 3: The PNP Office will need to inform the LGU of your destination that a person is coming there.
STEP 4: Feedback or advice will be given by your LGU of destination. If it is a “GO,” you will be issued a travel authorization.
STEP 5: Get your Travel Authority from PNP.
I think this is to prepare the Local Government that an LSI or OFW is coming back to the town. Usually, those who come back are monitored and are quarantined in a facility.
How to get a Bureau of Quarantine Certificate
This is what returning OFWs will need to pass to go back home. You could get it online.
STEP 1: Prepare a soft copy of your passport.
STEP 2: Go to this website.
STEP 3: Enter the details needed. Upload also the picture of your passport.
STEP 4: Review and Click Submit.
STEP 5: Receive an e-mail of your Bureau of Quarantine Certificate. You can download and print it.
You can also verify your certificate through this part of the website.

Usually for APOR that’s okay, but you’ll need to double check with the LGU if you need Medical Certificate, quarantine or PCR-Test.

If you are a foreigner sir, then you may need a ticket back to your country. It’s better to contact your embassy for protocols and documents needed. Usually, this is for returning Filipinos.

Aside from the documents in Pasig, please also coordinate with the Surigao LGU for their process in receiving you.

You need to coordinate with your agency and the Bacolod LGU po as you are a returning OFW.

You can get the forms at the government offices. Usually, the travel authority is good only for a few days.

I’m not really sure with the procedures, pero if matagalan baka kailangan ulit. Yung bagong procedure po sa amin, you’ll need Brgy. Certificate before getting medical certificate sa Rural Health Unit. Pero kukunin mo yan sa place you are currently staying at, hindi sa pupuntahan mo.
Paano po Kung walang ID? Katulong Lang po dito sa lapu lapu Cebu pero gusto Kung umuwi sa amin sa ormoc.

Im planning to travel from Gensan to Manila this August for embassy transaction, ang mga documents needed ko lang ba are medical certificate, authority to travel or APOR certificate since 3 days lang ako dyan sa Manila tapos balik agad dito sa Gensan?

You’ll need to check with the guidelines sa LGU ninyo (what to do when you come back there) and sa Manila (if they will accept you).

What does this mean? Kailangan magbook kaagad ng flight within 1 to 2 days before the certificate expires? Or did you mean the waiting time before you get the certificate?

You’ll have to have a specific date when to go po, like if your flight is on August 1, then you’ll go to the RHU and tell them you’re flying on that date. You’ll get the Medical Clearance Certifcate on the day.

Sa friend ko po ang car magpapahatid lang ako tapos may mga gamit akong dala tentatively 4 kami sa sasakyan(van ang gagamitin) siya na driver tapos friend na 2 at ako, kapalitan nea sa pag dradrive pag pagod na sea since 12 hours drive hanggang doon samin. Kailangan po ng identification sa pag-kuha ng travel authority at medical certificate – picture nalang plus i.print mo. Coordinate po with the Barangay you are at para alam mo if pano ka uuwi then contact your LGU din para alam mo protocols (e.g., ilang days ka i.quarantine, test results, etc.)

You need to ask authorities there as Cebu is still in MECQ and ask the Embassy protocols of the Embassy and if they can accept you (especially since you are from Cebu)

Maybe let your relative asks for the protocols sa LGU nyo po (with the IATF committee there) baka kailangan kang i-quarantine or i-monitor.

Usually, di pwede kumuha ng online medical clearance. Kailangan mong pumunta sa doctor or health center as they need to check your temperature, etc.
Hi Lyza, do you know if they provide travel authorization if you are on a balikbayan visa? I don’t have my dual citizenship yet but am living here in the Philippines on a balikbayan visa since my mother is from here. I am based in Mindoro but have been stuck in Manila ever since the lockdown started. I have an opportunity to travel back to Mindoro by the end of this month but not sure how it will work for someone without a filipino passport.
If that’s where you live (you have relatives or a house there), you can go back. You can ask a relative or someone you know for the requirements needed by the LGU or municipality at least when you are asked by the PNP, your prepared.
Hi we are from Las Piñas. We four (family) are planning to go to Batangas for a beach trip. Where can we get a travel pass to our local baranggay? All of us are healthy and do work at home since the day one of lockdown and we never go out since then only if we need to buy basic necessities.

You can ask your barangay for a health certificate but i doubt they will give you one due to a beach trip as leisure travel is not yet allowed.
